Protecting Vulnerable Populations in "Country-Owned Development": Trends in Conflict and Development

One of the major trends within international development work is a shift towards "country ownership" of development programming. A necessary idea, long in coming, but the current definitions leave some things to be desired--in particular, the definition of "country" is as of now still defined by "the sovereign state," and as we all know, sovereign states tend to contain within them marginalized and vulnerable populations who face varying degrees of hostility from the government and ruling bodies.
