Increasing pressure to focus U.S. development assistance primarily on U.S. national security interests misunderstands the original objectives of development assistance and will ultimately risk our personnel and national security. When Congress signed the Foreign Assistance Act in 1961, the focus and objectives of U.S. development assistance were born.
